Safety Awareness Training (For The Construction Industry)
The new Occupational Safety and Health Amendment Regulations (No.2) 2005 set out mandatory requirements for the provision of safety awareness training, for employees or self-employed people doing construction work at a workplace in Western Australia, and came into effect from 1 January 2007.
This course has been developed by the Commission for Occupational Safety and Health, in conjunction with the Department of Education and Training, to meet the requirements of the legislation and has been accredited as an ‘enabling course’ under the Australian Quality Training framework.
A document issued jointly by the Department of Consumer and Employment Protection, WorkSafe and the Commission for Occupational Safety and Health stated that “The requirements for safety awareness training apply to construction work at the workplace. The definition of construction work is very broad and picks up a wide range of activities and people involved in construction activity, including for example activities such as small painting or landscaping jobs or other maintenance and repair work on eg a ship, building or other structure”.
The document further states that “It is not intended that the safety awareness training requirements under the Occupational Safety and Health Regulations apply to workers carrying out construction work on mine sites in Western Australia. Other training requirements apply to mine sites”.
Information provided by the Department of Consumer and Employment Protection stated that “the training required by the Amendment regulations is not designed to take the place of work site or task specific instruction, training or supervision; rather that it is intended to provide people doing construction work in the workplace with a basic knowledge and understanding of the requirements of occupational safety and health legislation in Western Australia and of the hazards associated with construction work”.
To obtain the new safety awareness training certificate or card, industry workers must complete this course, (minimum of 4 hours training), and be able to demonstrate a basic knowledge and understanding of:
- The rights and responsibilities under the occupational safety and health legislation of people who do construction work or employ people who do such work;
- The hazards to which a person is likely to be exposed while doing construction work at a workplace; and
- How to apply risk control principles when doing construction work at the workplace.
The training certificate or card will be recognised across all construction sites in WA and be valid for three (3) years. At the end of the three years the full safety awareness training course must be satisfactorily completed again and a new certificate or card issued.
BCITF Funding subsidy
This course has been approved under the Building and Construction Industry Training Fund (BCITF) subsidy/funding support at the rate of $88.00. This means that based on our current course fee of $130.00, and then applying the $88.00 subsidy from BCITF, the actual cost for the course is only $42.00! An application form, (individual or employer), would need to be completed and forwarded to BCITF upon completion of the course to obtain the refund. Wilmead Australia would supply these forms on the day of training.

Work in confined spaces (BCCCM 2009B)
This course has been designed to provide trainees with the skills and knowledge to effect safe working in a confined space with specific attention to hazard identification, risk assessment and control, and legislative requirements – AS 2865, WorkSafe WA and OHS Act & Regulations, Divisions 8.3.85; 8.3.86; 8.3.87
The duration of the course is 1 day and includes, but is not limited to, contents of modules covering effects of health & safety relating to confined spaces, identification of confined spaces, control of risks, permits & isolators, testing & monitoring, effective communication, alternatives to entry and safety & rescue.
Participants must be able to successfully complete the written and practical assessment at the end of the course in order to receive a qualification. Successful participants will receive a wallet–sized laminated certificate issued through Wilmead Australia.
This course can be conducted either on site or at our training centre in Osborne Park; however we will require the use of a “confined space”, rescue gear, gas monitor and breathing apparatus. Maximum participants per course is 6 – 7.
Conduct Backhoe / Loader Operations (BCCPO3001B)
This accredited course, which is a Nationally Recognised Qualification, is of 2 days duration. It is comprised of both theory and practical components, and has been designed to train participants with little or no prior experience, in the safe operation of a Backhoe / Loader. We can conduct a 1-day course, comprised of the same theory and practical components, which has been designed for participants who have had some prior practical operating experience in Backhoe / Loader operations.
Plus prerequisite course BCCCM1001B Follow OH&S policies and procedures. This course is conducted concurrently with Backhoe loader. Participants must pass both a written (closed book) and practical assessment in order to gain certification.
The course can only be conducted on your site. Maximum class size per course is 4 - 5 (1-day) or 6 – 8 (2-days). Successful participants will receive a laminated wallet-sized certificate and Statement of Attainment issued by Wilmead Australia.
Conduct Wheeled Front End Loader Operations (BCCPO3004B)
This accredited course, which is a Nationally Recognised Qualification, is of 2 days duration. It is comprised of both theory and practical components, and has been designed to train participants with little or no prior experience, in the safe operation of a Front End Loader. We can conduct a 1-day course, comprised of the same theory and practical components, which has been designed for participants who have had some prior practical operating experience in Front End Loader operations.
Plus prerequisite course BCCCM1001B Follow OH&S policies and procedures. This course is conducted concurrently with FEL. Participants must pass both a written (closed book) and practical assessment in order to gain certification.
The course can only be conducted on your site. Maximum class size per course is 4 - 5 (1-day) or 6 – 8 (2-days). Successful participants will receive a laminated wallet-sized certificate and Statement of Attainment issued by Wilmead Australia.
Conduct Skid Steer Loader Operations (BCCPO3008B)
This accredited course, which is a Nationally Recognised Qualification, is of 2 days duration. It is comprised of both theory and practical components, and has been designed to train participants with little or no prior experience, in the safe operation of a Skid Steer Loader. We can conduct a 1-day course, comprised of the same theory and practical components, but has been designed for participants who have had some prior practical operating experience in Skid Steer Loader / Bobcat operations.
Plus prerequisite course BCCCM1001B Follow OH&S policies and procedures. This course is conducted concurrently with skid steer loader. Participants must pass both a written (closed book) and practical assessment in order to gain certification.
The course can only be conducted on your site. Maximum class size per course is 4 - 5 (1-day) or 6 – 8 (2-days). Successful participants will receive a laminated wallet-sized certificate and Statement of Attainment issued by Wilmead Australia.
Conduct Integrated Tool Carrier Operations (BCCPO3010B)
This accredited course, which is a Nationally Recognised Qualification, is of 2 days duration. It is comprised of both theory and practical components, and has been designed to train participants with little or no prior experience, in the safe operation of an Integrated Tool Carrier (IT / Loadall). We can conduct a 1-day course, comprised of the same theory and practical components, which has been designed for participants who have had some prior practical operating experience in Telescopic Materials Handling operations.
Plus prerequisite course BCCCM1001B Follow OH&S policies and procedures. This course is conducted concurrently with ITC. Participants must pass both a written (closed book) and practical assessment in order to gain Statement of Attainment certification.
The course can only be conducted on your site. Maximum class size per course is 4 - 5 (1-day) or 6 – 8 (2-days). Successful participants will receive a laminated wallet-sized certificate and Statement of Attainment issued by Wilmead Australia.
Erect and Dismantle Restricted Height Scaffolding (BCGCM2008B)
The Nationally Recognised Erect / Dismantle Restricted Height Scaffolding course is a 3-day course, comprising of both theoretical and practical components, with the practical assessment being conducted on the 3rd day though much will depend on the level of experience of the intended participants.
Plus prerequisite course BCCCM1001B Follow OH&S policies and procedures. This course is conducted concurrently with restricted height scaffolding. Participants must be able to demonstrate competency and meet the performance criteria set down in the Training Package through a written (closed book), oral & practical examination in order for them to gain their Statement of Attainment certification.
These courses can be conducted on site or at our training centre in Osborne Park, however the client will be responsible for all costs associated with hire of Scaffolding. Maximum number of participants per course is 8 - 10. WorkSafe WA application fees apply - $71.00 p/p
Perform Dogging (BCGDO3001B)
Dogging certification is required as a pre-requisite for any Rigging course. The Nationally Recognised Dogging course is a 5-day course, comprising of both theoretical and practical components, with the practical assessment being conducted on the 5th day. As the course is competency based, it is recommended that intended participants have some prior lifting & slinging or crane experience before attempting the practical assessment. Participants must be able to demonstrate competency and meet the performance criteria set down in NOHSC: 1006 through a (closed book) written oral & practical examination in order for them to gain their certification.
Plus prerequisite course BCCCM1001B Follow OH&S policies and procedures. This course is conducted concurrently with Dogging.
These courses can be conducted on site or at our training centre in Osborne Park, however the client will be responsible for all costs associated with hire of the Crane. WorkSafe WA application fees apply - $71.00 p/p. Maximum participants per course (5 days) is 8.
Perform Rigging - Basic (BCGRI3002B)
Dogging certification (BCGDO 3001B) is required as a pre-requisite for the Rigging course. The Nationally Recognised Rigging course is a 5-day course, comprising of both theoretical and practical components, with the practical assessment being conducted on the 5th day though much will depend on the level of experience of the intended participants.
The course is comprised of theoretical and practical components. Participants must be able to demonstrate competency and meet the performance criteria set down in NOHSC: 1006 through a written (closed book), oral & practical examination, in order for them to gain their certification. Maximum number of participants per course is 8 - 10.
These courses can be conducted on site or at our training centre in Osborne Park, however the client will be responsible for all costs associated with hire of Crane. WorkSafe WA application fees apply - $71.00 p/p.
Erect and Dismantle Scaffolding – Basic (BCGSC2002B)
The Nationally Recognised Erect / Dismantle Scaffolding Basic course is a 4-day course, comprising of both theoretical and practical components, with the practical assessment being conducted on the 4th day though much will depend on the level of experience of the intended participants.
Participants must be able to demonstrate competency and meet the performance criteria set down in NOHSC: 1006 through a written (closed book), oral & practical examination in order for them to gain their Statement of Attainment certification.
These courses can be conducted on site or at our training centre in Osborne Park, however the client will be responsible for all costs associated with hire of Scaffolding. Maximum number of participants per course is 8 - 10. WorkSafe WA application fees apply - $71.00 p/p
Operate a Forklift (TDTD1097B)
This accredited course, which is a Nationally Recognised Qualification, is of 2 days duration, and is comprised of both theory and practical components. It has been designed to train participants with no prior experience, in the safe operation of a Forklift. We can conduct a 1-day course, comprised of the same theory and practical components, but has been designed for participants who have had some prior experience in Forklift operations. Participants must pass both a written (closed book) and practical assessment in order to gain certification.
The course can be conducted on your site or at our training centre in Osborne Park. Maximum class size per course is 4 - 5 (1-day) or 6 – 8 (2-days). Please note, all applicable equipment & plant hire charges are charged to the client at cost plus 5%.
Successful participants will receive a laminated wallet-sized certificate and a Statement of Attainment issued by Wilmead Australia. Successful applicants may also apply for National Certification ie. WorkSafe WA certificate. If this option is chosen, add $71.00 p/p application fee to course cost (please note: the WorkSafe license will become mandatory from 1st October 2007).
Operate Vehicle Loading Crane / Hiab (TDTD3398A)
This Nationally Recognised Vehicle Loading Crane / Hiab Operator course can be conducted in either one of two ways, depending on the lifting capacity of the Hiab trainees will be required to operate.
The course for Hiabs with a lifting capacity of below a 10 metre tonne is conducted over 1 day including assessments. Participants must pass both a written (closed book) and practical assessment in order to gain Statement of Attainment certification.
If, at any radius, the weight (of the object) multiplied by the length is over a 10 metre tonne, the operator is required to be certificated through WorkSafe WA. This course is of 3 days duration and is comprised of both theory and practical components, with the practical assessment being conducted on the 3rd day. (ie. irrespective of the weight of the lift, if the Hiab you are required to operate can lift above a 10m T, you will need to have the WorkSafe ticket).
Participants must be able to demonstrate competency and meet the performance criteria set down in the Training Package / NOHSC: 1006 through a written (closed book), oral & practical examination in order for them to gain their Statement of Attainment certification.
These courses can be conducted on site or at our training centre in Osborne Park, however the client will be responsible for all costs associated with hire of Vehicle Loading Cranes / Hiabs. Maximum participants per course is 8 – 10. WorkSafe WA application fees apply - $71.00 p/p (for unrestricted Hiab).
Please note from 2003 Regulations have been implemented regarding the use of Cranes / Vehicle Loading cranes and the requirement of a certificated dogman. Refer to Course Coordinator or WorkSafe Western Australia for further information.
Operate Elevated Work Platform (TDTD3598B)
The Nationally Recognised WP course is of 2 days duration. It is comprised of both theory and practical components, and has been designed to train participants with little or no prior experience, in the safe operation of Elevated Work Platforms. We can conduct a 1-day course, comprised of the same theory and practical components, but has been designed for participants who have had some prior practical operating experience in Work Platform operations. Participants must pass both a written (closed book) and practical assessment in order to gain Statement of Attainment certification.
There are 2 types of assessment for the WP, one is for operators of Work Platforms that do not exceed 11 metres in height - assessment for statement of attainment. If the WP can go higher than 11 metres, the operator is required to be certificated through WorkSafe - assessment for WorkSafe licence.
Participants must be able to demonstrate competency and meet the performance criteria set down in the Training Package / NOHSC: 1006 through a written (closed book), oral & practical examination in order for them to gain their Statement of Attainment certification.
These courses can be conducted on site or at our training centre in Osborne Park; however the client will be responsible for all costs associated with hire of Elevated Work Platform/s. Maximum participants per course is 8 – 10. WorkSafe WA application fees apply - $71.00 p/p (for unrestricted WP)
Shift loads using gantry equipment (Overhead crane) – (TDTD4301A)
This accredited course, which is a Nationally Recognised Qualification, is of 2 days duration. It is comprised of both theory and practical components, and has been designed to train participants with little or no prior experience, in the safe operation of an Overhead Crane. We can conduct a 1-day course, comprised of the same theory and practical components, which has been designed for participants who have had some prior practical operating experience in Overhead crane / materials handling using gantry crane operations.
Participants must pass both a written (closed book) and practical assessment in order to gain Statement of Attainment certification.
The course can only be conducted on your site. Maximum class size per course is 4 - 5 (1-day) or 6 – 8 (2-days). Successful participants will receive a laminated wallet-sized certificate and Statement of Attainment issued by Wilmead Australia.

Our standard charge out day-rate for training conducted in the Perth metro area is $850.00 per 8 hr day ($1700.00 2-day course). ($1200.00 per 8 hr day interstate, $AUD1900.00 per day overseas).
Half-day courses conducted outside the metropolitan area (including Rottnest Island) will be charged at $550.00 per day (plus any applicable travel and accommodation charges).
For on-site courses outside the metropolitan area, travel and accommodation is to be supplied by the client, or arranged by Wilmead Australia and charged at cost plus 5%.
Any plant and / or equipment hire is to be supplied by the client, or arranged by Wilmead Australia and charged at cost plus 5%.
Courses and certificates, which are required as prerequisites for the operation of plant and equipment, are considered a GST-free supply.
Wilmead Australia is able to provide many other Occupational Health and Safety Services, not only limited to plant and equipment, as listed on the previous page. We are able to custom design OH&S Induction and/or Services packages for Safety Management Training, and/or for Construction, Commissioning & Operational Projects. We can also design specific “Competency Refresher” workshops and seminars for updating the knowledge and skills of certificated personnel to current legislative requirements and addressing the changes to accepted safe work practices. These sessions demonstrate to prospective clients a company’s commitment and pro-active approach to continual improvement of their personnel in relation to Safety awareness. Related topics raised during these sessions include behavioural improvement, duty of care, attitudinal change, unsafe practices and personal responsibility/liability, and company philosophy towards Health and Safety. Sessions are conducted through class lectures, visual training aids, and interactive discussion.
Participants will be required to complete a written assessment at the end of the day to ensure learning outcomes have been achieved. These packages are custom designed to be site specific and theoretically based (with some practical components, if applicable), and are charged accordingly.
Our Safety Managers and Consultants regularly conduct on-site JSA’s and PRA’s, Safety Audits and Accident/Incident Investigations for our clients. These services are custom designed to be site specific. Results are determined through the utilisation of established methodology, with the information derived being collated, summarised and recorded in a professional Report format. The Report can then be used to assist in the development, promotion and/or improvement of on-site safety procedures and systems.
